A community visioning workshop, titled “Looking at Ludlow: 2020 Vision” was held November 13 -14, 2009 at Ludlow High School. At the workshop, attendees had the opportunity to help determine goals for a variety of topics, such as housing, land use, transportation, energy, open space and agriculture. Participants were also able to respond to three Future Growth Scenarios developed by Regional Planning graduate students at the University of Massachusetts-Amherst.

Each of the Future Growth Scenarios had to accommodate 2000 new housing units by the year 2030. The students developed three scenarios for discussion: Neighborhood Center, Cultural Core, and Green Community.
